Two Complimentary Efforts

  • After the 2017 summer season, in the spring of 2018, the Dayton City Council unanimously voted to close the community swimming pool. Unmet maintenance issues, and lack of City funds to correct problems led to potentially unsafe issues for all users.

    BACKGROUND

  • On March 27 at our regular CCPRPD (Columbia County Park & Recreation Pool District) board meeting we received the first installment of levy money approved by the voters in the fall of 2024. We received bids from 3 geotechnical engineers to do the survey that will determine if the present pool site is viable to build a new pool. The board rated them and now an appointment can be made for the survey. Once we have the funding from legislative funds, grants, donations and levy funds the pool will be built. It will take 1 ½ years to build at a cost of 3 million dollars. The present pool is 40 years old and has numerous cracks and leaks. The chances of fixing it are slim but will be addressed. The hope is to have the pool up and running by the summer of 2027.

    UPDATE

  • The Dayton Friends of the pool was born. A concerned group of local residents attempted to raise funds, repair and re-open the community pool. Public dollars were limited. The group had no means to pursue grant funding since it was not recognized by the Internal Revenue Service as a non-profit (501) c 3 organization. Friends did partner with the Community Council, a local “umbrella” allowing groups in Dayton to raise funds for a variety of projects to better the community. However, funding opportunities were available, but no steady stream of dollars was ensured to address construction, operation and maintenance of a new pool. A measure to ensure long-term funding was prepared.

    ACTION

  • Last November 7, 2023, Proposition 1 to Establish a Parks and Recreation District (swimming pool only) was summarily passed. The creation of the Pool District was for the sole purpose of building and operating a swimming pool. Five elected commissioners have the authority to levy a general tax on property up to 20-cents per $1000 assess value.

    ACTION

  • The Columbia County Park & Recreation Pool District (CCPRPD) is a municipal corporation, a branch of local government, under RCW 36.36.101. Its purpose is to provide leisure time, activities and recreational facilities (swimming pool only) as a public service to the residents of the geographical areas included within its boundary. The boundary is Columbia County, excluding the Prescott Joint Park and Recreation District and the town of Starbuck. The taxing authority will allow the District to complete construction, operation and maintenance of a pool.

  • Dayton Friends of the Pool and the CCPRPD work TOGETHER to build the pool. The CCPRPD will prepare contracts for geotechnical studies of the “old pool” site and will explore design, engineering and construction offers to construct a new pool. Dayton Friends of the Pool secures funding for local swim lessons and dollars to train lifeguards at the Walla Walla YMCA and other future pool needs; lane lines, kick boards, pull buoys, etc.
